Red Rock Estates Dirt Bike Problem
UPDATE:
Dear Red Rock Estates HOA,
The legalities of dirt bikes in our neighborhood have been published. Unfortunately, these street laws are still being broken.
The police advisor suggests to contact law enforcement via the dispatch phone number, 605-394-4131 when these kids are riding on our streets. Inform dispatch that our HOA has been working with the police station at Catron and Sheridan to stop this activity. Share when and where the riders have been seen. If an address is known share that as well.
The police advisor wants police to educate the parents of the laws. This action is preferred over issuing a juvenile Class 2 Misdemeanor Citation.

Dear Red Rock Estates Homeowners,
Due to the concerns in the Red Rock Estates HOA neighborhood regarding kids riding these bikes in the streets the Rapid City Police send this warning.
The statute for youth off-road vehicles clearly states “No person may operate on a public street or highway an off-road vehicle except for crossing from one side of the road to the other side.” How the youth off-road vehicles (aka dirt bikes) are being used is illegal.
It is illegal to operate these bikes on the streets and sidewalks. The streets in Red Rock Estates are city streets.
All property within our neighborhood is privately owned. There is no land for dirt bikes.
Excessive speeds, close calls with vehicles and lack of common sense have been observed on our neighborhood streets. Please follow the law before children are injured.

Dear Red Rock Estates Homeowners,
COVENANT REMINDERS:
1. SIGNS - ONLY real estate for sale signs or temporary construction signs on the days of actual work may be displayed in homeowners' yards.
2. ON STREET PARKING - This is restricted to emergencies, deliveries, and guests. Cars that belong to residents should be parked in the driveway or garage.
3. RECREATIONAL VEHICLES - These items such as ATVS, UTVS, or MOTORCYCLES are to be garaged, not covered by tarps in the driveway.
